Like in any nuclear weapon state, multiple vulnerabilities exist in a nuclear weapons complex. In the case of Pakistan, it is possible that groups or individuals may violate security rules for a variety of reasons, including profit making, settling a vendetta, or religious or ideological motives. Rogue elements may try to gain control over sensitive items for their own use or to transfer these items to another state or to other non-state actors for financial or ideological reasons.

The recent Havana initiative by the Indian Prime Minister Manmohan Singh depicts a marked shift in India’s Pakistan policy. Manmohan Singh at Havana had announced on the sidelines of the NAM (Non-Aligned Movement) summit that India and Pakistan are proposing to handle the threat of terrorism jointly. This novel concept of resuming formal peace negotiations with Pakistan (frozen after 11 July Mumbai train blasts) and setting up of a joint agency to tackle terrorism appears to be an ‘atypical’ step as compared to the earlier ‘cautious’ approach.

In January 2006, the World Health Organization (WHO) estimated that HIV/AIDS has killed 25 million people since it was first identified twenty-five years ago, in 1981. In India, the first case of HIV was detected in Chennai in 1986. Now, as per UNAIDS estimate, the HIV affected people in India is staggering 5.7 million. NACO (National Aids Control Organisation) has put the figure to be 5.2 million. India is second only to South Africa in terms of the overall number of people living with the disease. Although, the statistics vary with various reports, the threat within persists.

Agro-terrorism has received little or no attention in India [or for that matter in South Asia] because terrorists have yet to employ agricultural assaults as a method of operation in this region. The threat scenario would involve a deliberate introduction of a disease agent, either against livestock or into the food chain, for purposes of undermining stability and/or generating fear among masses. Even terrorist group can achieve their objective by using radiological dispersal devices against food or water supply.

Chief nuclear negotiator of Iran, Ali Larijani has warned the country would resume enriching uranium and restrict United Nations inspectors from critical information if the United States and its allies used the "language of threat" by referring Iran to the Security Council. The negotiator's threat came as a confidential draft resolution circulating at the governing board of the global nuclear watchdog, International Atomic Energy Agency.

The impending danger of bursting of an artificial lake/dam on the Pareechu River in the Tibet Autonomous Region of People’s Republic of China has been subsided. Indian government, policy makers and security analysts were on tenterhooks till the danger was hovering over their head. The situation was in fact no less serious that the traditional military threat emanating from across the frontiers.
