After the 17th Chinese Communist Party Congress National Meeting 2007, China started focusing on South Asia, specifically India. Both have been favorably disposed towards multilateralism, with India joining the Shanghai Cooperation Organization as an observer, while China joining SAARC summit in April 2008, also as an observer. Besides, people to people diplomacy expanded with mutual tourist visits.

Of late, the menace of computer ‘hacking’ has become a punishable offense when it compromises national security. Of course not all acts of hacking will be amounting to terrorism, and sometime used as a tool for pranks or profit. This could be regarded as terrorist action only if the hacking is designed to disrupt government’s activities, or to advance anti- national causes, or to intimidate its citizens. Either a threat or real use of it, is a potential act of terrorism, or rather can be regarded as cyber-crime or cyber-terrorism in a broader context.

Cross border threats, which involve influx of counterfeit currencies, illegal arms, smuggling of narcotics, illegal wildlife trade and its derivatives and cross border terrorism, are gaining momentum along the 726 kilometer long porous India-Nepal border. It is a grave concern for India considering the present political instability in Nepal.

Northeast India has earned a dubious distinction of being home to Asia's longest running insurgency. Geo-strategic locations of the region surrounded by Bhutan and China (Tibet) in north, Myanmar in east and south and Bangladesh in south and west and approximately 4000 square kilometres of porous international borders further accentuating the security threat. For the last two months, the intensification of insurgency incidents has put a question mark on the various security efforts in Northeast region.

For the Indian climate crusaders the year 2007 has become more important for three reasons. First the entry of climate change as an agenda item to United Nations Security Council on April 18. Now, the Nobel award for Peace to the scientific community - Intergovernmental Panel on Climate Change (IPCC) and former US Vice-President Al Gore for making people aware of climate change. It’s argued that after the prestigious award, the issue would become everybody’s business to know, manage and resolve it.

India’s forest land which is rich in natural resources, like forest derivatives and minerals is undoubtedly the cauldron of various degrees of conflicts. From civil wars in Chhattisgarh to armed conflict in North East, it has created internal security more volatile than ever before in India. The Union Ministry of Home Affairs has a special wing to neutralise this ‘internal security’ with strong policing. The growing number of incidents of conflicts in the forest area have threatened the forest resources as well the livelihood of inhabitants.

Contesting claims over territorial supremacy by rival insurgent groups have not only resulted in violent conflict between the insurgents’ themselves, but, it also has potential to generate misunderstanding between communities they claim to represent. This is exactly the present state of affairs in India’s northeastern state of Manipur where several such groups have turned this beautiful land into their fiefdom.

Despite many pioneering works in the developed countries, defence economics has few takers in the developing world including India, where the relevance of the subject has not been comprehended until now. Even at present, many security analysts question the utility of application of economic principles in the strategic sector!

Several new developments point to the fact that New Delhi is undeterred by any pressures from the western world and has followed an independent foreign policy, driven more by realpolitik and less by the moral high ground of democracy, to engage the military regime in Myanmar. New Delhi has thus made great friends in Myanmar.
