'Ecosystem Restoration' is the theme of this World Environment Day, celebrated across the World on June 05. While Pakistan is the global host of this year's world environment day, the United Nations has launched the UN Decade on Ecosystem Restoration 2021-2030. The dedicated UN decade would likely bring the focus of world governments in preventing, halting and reversing the degradation of ecosphere in their respective sovereign control and beyond.
On August 9, 2020, under the ambitious Atmanirbhar Bharat initiative, the defence ministry (MoD) announced the imposition of an import embargo on 101 military products with a declared intent on boosting national military-industrial capacity. This much-publicised announcement has been cheered by all stakeholders of the Indian defence sector, especially the private manufacturers.
Interesting non-pandemic developments do occur during difficult Covid times. Such developments can span from miseries of individuals and institutions to states and the globe. While the states do confront such challenges, as part of regular considerations in aspects of governance, most appropriately on pandemic management, they may also face challenges of addressing issues that they may not have liked in these times, although such problems are an inherent part of national governance.
In a development that pleased India and perplexed Pakistan, the People’s Republic of China finally lifted ‘hold’ on the request made by the US, the UK and France on a revised resolution to include Masood Azhar in the Terror List before the United Nations Security Council ISIL (Da’esh) and Al-Qaida Sanctions Committee (hereafter referred to as UNSC Resolution 1267) on May 1, 2019.
In this context the PLA Navy offers different challenges, and mere reconnaissance, surveillance and detection of Chinese warships and submarines by the Indian Navy could be termed as ‘business as usual’. The Indian Navy needs a new strategy which is both transformative and tailored to respond to newer war fighting tools unleashed by fourth Industrial Revolution (4IR). At least three new capabilities of the PLA Navy are discussed below and merit the attention of the Indian naval planners.
