In 2012, India will host two significant events. First, in the month of December, the India-ASEAN Summit will be held at New Delhi to mark the 10th anniversary of their Summit-level dialogue; and second, India and Vietnam will be celebrating 40 years of the establishment of their diplomatic relations. Both events gain salience in the broader context of the beginning of the third decade of India’s Look East Policy which has witnessed phenomenal growth over the years in bilateral and multilateral relations with the ASEAN countries.

The Pentagon releasing annual reports on Chinese Military Power is not new. However, for all these years Pentagon’s basic mandate has been to contextualize the Chinese threat to the US interests. Interestingly, in its latest report to Congress, titled "Military and Security Developments Involving the People's Republic of China, 2010" it highlights some issues of concern for India in regards to certain Chinese military investments.

Among the several congratulatory letters received by Prime Minster Manmohan Singh on his reelection, the message from the French President Nicolas Sarkozy merits attention. While inviting Prime Minster Manmohan Singh to be the Chief Guest at the forthcoming ceremonies marking the National Day of France on July 14, Sarkozy has praised the Indian democratic system and alluded ‘ to the values of liberty, people's sovereignty and respect of diversity in secularism'.

The statement of a former Prime Minister of Pakistan on Dr A Q Khan, although created furor, largely welcomed by the advocates of nuclear non-proliferation. The exiled Pakistan People’s Party (PPP) leader, Benazir Bhutto categorically stated that she will permit the International Atomic Energy Agency (IAEA) to interview Dr AQ Khan, the father of Pakistan’s nuclear bomb, to determine the credibility of the allegation against him being solely involved in nuclear technology proliferation from Pakistan to other countries.

The Cold War mindset is difficult to fade away. With the announcement of designing and building the nuclear energy centre in Myanmar by Russia’s Federal Atomic Energy Agency, the US has raised concerns about the peaceful nature of Myanmar’s nuclear energy programme. The proposed 10 megawatt light water reactor has attracted international attention to Myanmar. The negotiation for acquiring the nuclear technology between Russian Agency and Myanmar was shelved since 2003 due to certain payment problems.

‘Estranged democracies’ is how Dennis Kux once characterised relations between the US and India. For a large part of India’s independent history, Kux’s characterisation hit the nail bang on the head. A norm of suspicion with regards to the American’s seemed to have institutionalised itself within India’s strategic culture, and there were good reasons for this.

Democracy and Nuclear issues cannot go hand in hand. While civilization flourishes through public participation – a distinct principle of democracy, nuclear (as a weapon) eradicates a large number of populations when it is used. Therefore, nuclear is anti-thesis to democratic principles. Any discussion on nuclear related issue, may it be national security, production of nuclear energy and its derivatives, are bound to be anti-democratic, which has been maintained its status quo in all nuclear capable countries around the world.

The World’s biggest economies set to prepare massive investment in nuclear energy. The most elusive energy, which was discarded in 1992 Earth Summit as ‘not safe and sound’ energy, has been touted as the best alternative for the energy-crunch world in recently concluded Group of Eight (G- 8) Summit meeting at St. Petersburg, Russia. After shock waves of Three Miles and Chernobyl accidents, the nuclear energy is back to reduce the greenhouse gas emissions, the root cause of climate change.

Wrapping up his three-day India sojourn, US President George W. Bush reiterated that the relationship between India and the United States was 'closer than ever before' and India is a natural ally for the US. Ally or not, after months of intense deliberations and days of hard bargaining, India and the US have inked a landmark civilian nuclear cooperation agreement in New Delhi in early March which allows India to access U.S. nuclear fuel and technology to meet its growing energy requirements.
