At least 67 people have died, and many sustained burn injuries in the fire triggered by bomb blasts in Delhi- Attari Samjhauta Express on February 18, near Deewana in Panipat in Haryana. The bi-weekly train means 'Understanding,' a symbol of friendship that connects New Delhi to Pakistan's city of Lahore. The attacks took place ahead of Pakistani Foreign Minister Khursheed Kasuri’s visit to New Delhi for talks with his Indian counterpart on Tuesday. Kasuri is scheduled to co-chair the India-Pak Joint Commission in New Delhi.
Despite incessant combing operations against Maoists in the jungles of both affected and targeted districts since the 24 March Ramgiri Udayagiri Jail attacks, the Maoist mobilisations continue unabated in Orissa. Undoubtedly, the operations had least impact on the Maoist movements in the Northern Orissa districts adjacent to the borders of neighbouring Jharkhand. They continue to camp freely in the inter-district borders and visit the villages at night to collect water and rations and organise village meetings. Even armed Maoists roam the village streets in groups of three to five.
Agro-terrorism has received little or no attention in India [or for that matter in South Asia] because terrorists have yet to employ agricultural assaults as a method of operation in this region. The threat scenario would involve a deliberate introduction of a disease agent, either against livestock or into the food chain, for purposes of undermining stability and/or generating fear among masses. Even terrorist group can achieve their objective by using radiological dispersal devices against food or water supply.
Chhattisgarh played second fiddle to neighbouring Andhra Pradesh in the lists of worst affected Maoist or Naxalite states in the year 2005. The state experienced an escalation of violence since the beginning of the euphemistically called Salva Zudoom (peace initiative) in June last year. Data on Maoist violence compiled by the State police revealed that in 2005, 130 villagers and 39 police personnel lost their lives, and 70 more were injured in Maoist attacks.
Of late, the Sambalpur district of Orissa has become a hotbed for Naxal activities. After a period of silence, the rebels have again managed to strike terror, and this time, they have attacked, killing civilians. Late last month, on May 27, the Maoists went on a rampage and killed three villagers and injured several others in the Burda village under Jujumura police station. Before this, Maoist activities were only confined to abductions followed by ransom.
