Russia is actively using chemical weapons against the Ukrainian military, according to Captain Andrii Rudyk, a representative of the Center for Research of Trophy and Advanced Weapons and Military Equipment of the General Staff of the Armed Forces of Ukraine.
Russia's Federal Security Service (FSB) said on Tuesday that it thwarted a terrorist attack with the use of an analogue of the BZ chemical warfare agent in the Zaporozhye region, adding that three citizens of Ukraine were detained.
Over the past decade, Russia has stepped up its disinformation campaigns to erode trust in arms control across the nuclear, chemical, and biological domains. The new era of rapidly disseminated disinformation poses significant challenges to U.S. national security and, more specifically, to arms control verification and compliance. In this polluted information environment, offense is king.
On November 27, 2023, the Twenty-Eighth Session of the Conference of the States Parties to the Chemical Weapons Convention (CSP-28) opened in The Hague, Netherlands. This five-day meeting discusses various aspects associated with implementing the Chemical Weapons Convention (CWC), which has been in effect since April 29 1997. Organisation for the Prohibition of Chemical Weapons (OPCW) is responsible for fulfilling the Convention’s mandate.
The growing trend of disinformation operations is weakening the trust in international community general and multilateral institutions in particular. The policy of biological weapons disinformation is being pursued by all the major powers, and quite interestingly, the victim of it is also from all the major global political groupings. The same is true about the Chemical Weapons Convention. As State-backed disinformation wars have become a central facet of global geopolitics, its disorderly impact on the international security environment and future challenges are yet to be decoded.
Preface: In response to legislation passed in 1985, the Department of State on July 30, 1986, submitted to Congress a document titled Active Measures: A Report on the Substance and Process of Anti-U.S. Disinformation and Propaganda Campaigns. This report updates that document, focusing on events and changes which occurred between June 1986 and June 1987. Both reports were prepared by the Active Measures Working Group.
Alexei Navalny, the Russian pro-democratic opposition figure and anti-corruption activist, wrote in an August 2021 article that “[I] did not die from poisoning by a chemical weapon, and it would seem that corruption played no small part in my survival.” Fortunately, he lives to tell this ordeal. Navalny was recollecting the assassination attempt on his life exactly a year back, with a suspected nerve agent. On August 20, 2020, Navalny was grievously ill onboard a flight from Tomsk (Siberia) to Moscow.

The author explores their chronological development while deep-diving into specific chemical weapons programs on a topical basis.

Mr Chairman, Director-General, Distinguished Delegates, Ladies and Gentlemen, It’s an honour to be present at the 23rd Conference of States Parties (CSP-23) and the 4th Review Conference of the Chemical Weapons Convention.
In his famous 1990 essay in Foreign Affairs, Charles Krauthammer had declared that the unipolar moment had arrived. He had listed a few reasons to support his argument; there was no challenging power, nor was there likely any in the few decades, there was no power dispersion at the international level at that moment, the former Soviet Union’s capacity was in a decline. Thus, Krauthammer emphasised, at that time there was no first-rate power in the world that could match the capacity of the US.
